A: 34’-0” is correct, as it is a 3 story house. It is measured from the slab to the roof peak. However, some jurisdictions in flood zones measure the height of the house from the base flood elevation to the roof peak, which would depend on where your BFE is. The main floor is concrete block, and the two upper floors are 2x6 wood walls.
A: This house is actually designed for a concrete block main floor, and wood walls on the upper floors. And yes, we can provide piling engineering if you submit a full soils test to us. You may also be subject to V zone requirements with mandatory breakaway walls on the first floor.
As a side note, waterfront property is subject to many rules and regulations that we are accustomed to here in Florida (where my firm is based). While we can assist you with the engineering utilizing our state's strict standards, I would still recommend you have a local engineer where you are review the drawings. Many jurisdictions (especially involving waterfront) have different rules that may affect the drawings. Or you may wish to simply purchase the CAD file, and we can email you the electronic drawings and your local engineer can take it from there.
