A: The house can be modified either by your builder or us to get a 9’ ceiling in the basement, the same with the 2 x 6 walls; obviously there will be structural changes to the stairs, and either the room sizes or exterior dimensions, depending on which way you expand the walls for 2 x 6 will change Also the windows jambs will get deeper. I don’t know how your codes compare with what this house is drawn to which is, International Residential Code one and two family dwelling units 2006, to say whether these would comply with your codes.
